The NBA commissioner told ESPN.com Friday the league will have “full-throated” conversations this summer about instituting a rule to end the practice of fouling poor free-throw shooters in the closing minutes of a game. The long-time practice earned the nickname “Hack-a-Shaq” after Shaquille O’Neal, a poor foul shooter who was a common target of the practice during his career. Silver admitted he’s “on the fence” about implementing a new rule, but it will be “hot topic of discussion” in upcoming league meetings....
